When I try to add any additional language it gives errors about my computer not connected to the network. And I cannot connect that computer to the network. When you’re connected, go to Language settings, select the language in the list, select Options, and finish downloading.

So I am still searching where to download the language packs for windows? After I download I can transfer the image to the offsite computer on a USB flash drive and install the computer from the flash drive. This is what I need.

Surprisingly I am within a company with the volume licensing and the support guys asked me to use Microsoft support because my offline installation issue is unique to a specific project.
And this is the only way I could post a support request. Do you know where are the images if we are volume licensed corporate organization? Any link I could forward to our IT support? I definitely see that such images should be available to all users!!! I am very surprised or rather disappointed that Microsoft does not make such install images public.
Anyway, people can use the images only to add some basic packages to the software they already paid. I would submit such request to Microsoft to make the install images for the language packs public but I have no idea about the Hub app.
